China’s Criminal Investigation Bureau (CIB) announced that 2,876 Chinese nationals were returned to China from Myanmar’s Myawaddy region between February 20 and March 14. All were suspected to have worked in scam compounds.
The repatriation operation is described as a joint effort between Myanmar, China and Thailand. Myawaddy sits on the border of Thailand and Myanamr; the suspected fraudsters were brought into Thailand before they embarked for China. Officials from China, Myanmar and Thailand agreed to help each other combat scam compounds and return Chinese nationals to their homeland at a summit held in the Chinese city of Kunming during January.
Many thousands of former scam compound workers have been freed in recent months due to victories by rebel armies in Myanmar’s border regions. These rebel forces oppose the military dictatorship which took control of Myanmar in 2021. The central government and its allies seemingly turned a blind eye to the growth in scam compounds in border regions because of the income it generated. Now Myanmar’s rebels have the tacit support of Chinese authorities because they are willing to capture and close down scam compounds that house many thousands of Chinese-speakers who target victims in mainland China. The Chinese authorities are practiced at managing the repatriation of scammers having already recovered tens of thousands from Myanmar.
The closure of scam compounds is welcome news, but it has also led to a humanitarian crisis for the people released from them. Many were tricked into moving or were illegally trafficked from their homelands, and were then forced to work as scammers against their will. China has the means to repatriate large numbers of its nationals but former scammers from a wide variety of other nations in Asia and Africa have been struggling to survive in inadequate camps set up within Myanmar. They can only wait and hope for relief from their home countries.
