Gary Miller
Gary is a security researcher and threat intelligence expert with extensive experience uncovering cyber espionage and surveillance that targets mobile networks and users. He leads strategic mobile security and privacy research projects at Citizen Lab, a renowned interdisciplinary lab based at the University of Toronto that focuses on digital espionage operations targeting civil rights groups, global security organizations, and political dissidents.
He is also the founder of the Mobile Intelligence Alliance and Mobile Surveillance Monitor Project, a nonprofit organization that exposes cyber threats through intelligence research, forensic investigations, and media publications. His work disclosing targeted attacks has been featured by media outlets such as The Guardian, The Washington Post, Reuters, Bloomberg, and The Intercept. The Mobile Surveillance Monitor project is sponsored by the US Open Technology Fund and is used by investigators in over 20 countries.
Previously, Gary has held leadership roles with Mobileum, Syniverse Technologies, AT&T Mobility, and mobile software startups where he led cross-functional organizations including network security, engineering, and product strategy. He has provided guidance to multiple US agencies, the UK's NCSC, and the UN Human Rights Council on targeted surveillance.
